CHIEFS
This group is responsible for entering the number of shortage and overage for each fire station and moving overage to shortage between stations, districts and quadrants.

MEMBERS
This group may apply for voluntary overtime and guaranteed holiday.

STAFFING OFFICE
This group is responsible for assigning overtime volunteers to vacant positions (also known as shortages).
